Deploy API Server / build-and-deploy (push) Successful in 39s
Details 
- Add ViolationRecord table (Prisma + migration)
- CAPI POST /api/reports for user report submission
- AAPI reports list + handle, violations list + penalty apply
- Admin page: reports management + violation records tabs
