后台→flush本地队列→短上传一批。可接入 BGAppRefreshTask。不保证后台上传成功。失败交给前台恢复。

后台上传策略已实现：

  • ScenePhase.background → pipeline.exportAndEnqueue() + await pipeline.flush()
  • NetworkMonitor 网络恢复自动 flush
  • 不依赖 BGTaskScheduler（iOS 后台时间有限，优先用 ScenePhase）
